- 12 oz penne pasta
- 1 tablespoon olive oil
- 1 lb ground beef
- 3 cloves garlic, minced
- 2 tablespoons butter
- 2 tablespoons all-purpose flour
- 2 cups milk
- 1/2 cup heavy cream
- 1/2 cup grated Parmesan cheese
- Salt and freshly ground black pepper, to taste
- 1 tablespoon chopped fresh parsley (for garnish)
Instructions
- Cook penne according to package instructions until al dente. Drain and set aside.
- In a large skillet, heat olive oil over medium heat. Add ground beef and cook until browned. Drain excess fat.
- Add garlic and cook for 1 minute until fragrant. Push meat to one side of the pan.
- In the same skillet, melt butter. Whisk in flour and cook for 1–2 minutes to form a roux.
- Slowly whisk in milk and cream. Stir to combine with beef.
- Simmer until sauce thickens slightly, then stir in Parmesan cheese. Season with salt and black pepper.
- Add cooked penne to the skillet and toss until evenly coated.
- Garnish with parsley and serve warm.
